Exempts accomplices from criminal liability for felony murder convictions under Minnesota Statutes sections 609.185, paragraph (a), clauses (2), (3), (5), (6), and (7), and 609.19, subdivision 2, paragraph (a), clause (1), unless they actually caused the death or intentionally aided the principal actor with intent to cause death.

Creates a retroactive petition process allowing individuals currently convicted of these felony murder offenses to vacate their convictions if they did not cause the death and did not intend to cause it (or were not major participants acting with extreme indifference to human life for second-degree murder cases).

Establishes a 90-day hearing timeline for courts to determine conviction vacation eligibility, with sentencing restrictions prohibiting increases to periods of confinement or supervision and allowing resentencing for other predicate felonies.

Revives and expands an existing task force on felony murder and aiding and abetting liability to submit findings and recommendations to legislative committees on broader felony murder doctrine issues by January 15, 2022.

Applies retroactively to all prior convictions, with the petition process effective August 1, 2022.
