Permits emancipated minors to seek harassment restraining orders from district court independently, in addition to existing provisions allowing parents, guardians, conservators, or stepparents to seek orders on a minor's behalf.

Requires an emancipated minor to demonstrate they are living separate and apart from parents, managing their own financial affairs, and that all parents have relinquished control and authority over them through written instrument, agreement, or conduct.

Requires the court to find that a harassment restraining order is in the best interests of the emancipated minor before granting relief.

Allows harassment restraining order applications to be filed in either party's county of residence or the county where the alleged harassment occurred, with no residency requirements imposed.

Effective the day following final enactment.
