Appropriates $127.837 million for fiscal year 2022 and $557,000 for fiscal year 2023 from the outdoor heritage fund for natural resource projects including prairies, forests, wetlands, and habitats.

Allocates funds to multiple programs including DNR wildlife management area acquisition, prairie recovery, forest protection, wetland restoration, and habitat conservation across various Minnesota watersheds and regions.

Requires competitive matching grants of up to $400,000 through the Conservation Partners Legacy Grant Program for local, regional, and national organizations to enhance, restore, or protect forests, wetlands, prairies, and wildlife habitats.

Modifies restrictions on using outdoor heritage fund money to purchase land in public domain, allowing purchases if they create direct benefit to protect or enhance state's wetlands, prairies, forests, or wildlife habitat, or if land is partially subject to conservation easement.

Extends availability of prior appropriations for various outdoor heritage fund projects to June 30, 2022, 2023, or 2024, and establishes payment conditions requiring reimbursement basis administration with accomplishment plan approval.
