Appropriates $62,000,000 from the American Rescue Plan state fiscal recovery federal fund in fiscal year 2023 to the commissioner of human services for emergency grants to community mental health programs.

Grant recipients must use at least 90 percent of funds for hiring and retention bonuses, increasing employee benefits, and providing additional training and supervision.

Eligible programs include Minnesota-based mental health providers, centers, and clinics serving children with emotional disorders or adults with mental illness, with at least 30 percent of clients uninsured or enrolled in medical assistance or MinnesotaCare.

Excludes programs providing hospital inpatient or outpatient services and those receiving federal grants under United States Code, title 42, section 254b.

Distributes funds through the Medicaid Management Information System in proportion to each program's mental health Medicaid and MinnesotaCare utilization as of June 30, 2021, with up to $100,000 available for administrative costs and grantees subject to audit review.
