Appropriates $5,059,000 from the state transportation fund bond proceeds account to the commissioner of transportation for grants to the city of Newport.

Funds improvements and reconstruction of 3rd Avenue (between 16th and 21st Streets), 2nd Avenue (between 16th and 17th Streets), and 17th Street (west of 3rd Avenue) in Newport.

Project scope includes replacement of hydrants, water mains, sanitary sewer mains and lateral service lines, and construction of storm water collection and treatment systems.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $5,059,000 to provide the appropriated funds.

Takes effect the day following final enactment.
