Increases penalty for using minors in sexual performances or pornographic work from maximum 10 years to 10-25 years imprisonment, with enhanced penalty of 15-30 years for prior sex offenders, registered predatory offenders, or when victim is under 14 years old.

Increases penalty for distributing pornographic materials for profit from maximum 10 years to 5-20 years imprisonment, with enhanced penalty of 10-25 years for prior sex offenders, registered predatory offenders, or when victim is under 14 years old.

Increases penalty for disseminating or receiving pornographic materials from maximum 7 years to 3-20 years imprisonment, with enhanced penalty of 10-25 years for prior sex offenders, registered predatory offenders, or when victim is under 14 years old.

Increases penalty for possessing pornographic materials from maximum 5 years to 10 years imprisonment, with enhanced penalties up to 15 years for repeat offenders or registered predatory offenders, and up to 20 years if victim is under 13 years old.

Requires courts to impose minimum probation conditions for possession convictions when not committing offender to custody, including at least 8 months jail time, mandatory sex offender treatment at offender's expense, and no unsupervised contact with minors for at least 5 years.
