Appropriates $4,658,000 from the bond proceeds account in the state transportation fund to the commissioner of transportation for grants to the city of Newport.

Funds improvements and reconstruction of 2nd Avenue and Cedar Lane (between 11th and 15th Streets), 3rd Avenue (between 12th and 14th Streets), and 12th Street (west of 4th Avenue) in Newport.

Project includes replacement of hydrants, water main replacement, sanitary sewer main and lateral service line replacement, and construction of stormwater collection and treatment systems.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $4,658,000 to provide the appropriated funds.

Becomes effective the day following final enactment.
