Social media platforms with more than 1,000,000 account holders operating in Minnesota are prohibited from using algorithms to target user-generated content at account holders under age 18.

Platforms are liable to minors who received targeted content through algorithms if the platform knew or had reason to know the account holder was under 18, including damages, a statutory penalty of $1,000 per violation, and other available penalties.

Algorithms designed to block inappropriate or harmful content for minors and parental control software are exempt from the prohibition.

User-generated content created by federal, state, or local governments and educational institutions is exempt from the prohibition.
