Creates a cause of action allowing owners of registered or unregistered land to petition district court for judicial determination of boundary lines altered by county surveys, with the county required to pay recording fees if the court finds the alteration was made in error.

Establishes procedures for boundary determination proceedings including survey requirements by licensed land surveyors, filing of plat and memorandum abstracts, examination by title examiner, and establishment of judicial landmarks as provided in Minnesota Statutes section 559.25.

Authorizes any person owning land aggrieved by a county-altered boundary line to bring action against the county, with the county liable for all court costs and attorney fees if the court determines the boundary line was altered in error; effective August 1, 2022.

Requires every county to conduct a comprehensive assessment of United States public land survey monuments within its boundaries by December 31, 2024, and to preserve and restore all destroyed or obscured monuments by December 31, 2025.

Limits county tax levies under Minnesota Statutes section 381.12, subdivision 2, for monument preservation and restoration compliance, with the specific dollar amount to be determined; effective for taxes payable in 2023 and thereafter.
