Expands the definition of "killed in the line of duty" for public safety officers to include deaths from heart attack, stroke, or vascular rupture if the officer was engaged in nonroutine stressful or strenuous physical activity while on duty or in training.

Establishes a presumption that cardiac events are work-related if they occur during emergency response, fire suppression, rescue, hazardous material response, emergency medical services, prison security, disaster relief, or other emergency activities, unless medical evidence proves otherwise.

Includes cardiac events occurring up to 24 hours after engaging in qualifying stressful or strenuous physical activity as presumptively work-related.

Adds suicide as a qualifying death for survivor benefits if a licensed mental health provider previously diagnosed the officer with post-traumatic stress disorder and determined it resulted from the officer's work.

Defines post-traumatic stress disorder by reference to the most recently published edition of the Diagnostic and Statistical Manual of Mental Disorders by the American Psychiatric Association.
