Commissioner of natural resources must issue any permits applied for by Murray County to widen County State-Aid Highway 13 over Lake Shetek between 170th Avenue and Lakeview Drive.

Commissioner must convey any right-of-way, easement, or other real property interest administered by the Department of Natural Resources necessary to facilitate the highway widening.

"Sufficient width to ensure traveler safety" is defined as at least 70 feet, including two vehicular traffic lanes, shoulders on each side, and shared-use paths on each side for bicycles and pedestrians.

Any riprap needed for structural integrity of the widened highway must be in addition to the required 70-foot width.

Commissioner must immediately report to legislative committee chairs and ranking minority members any denial of permits or requests from Murray County, with explanations citing specific statutes or rules; policy decisions prioritizing the lake over traveler safety do not constitute sufficient justification for denial.
