Appropriates $10,000,000 in fiscal year 2023 from the general fund to the chief information officer for grants to counties to perpetuate and restore public land survey monuments, with up to four percent allowed for administration.

Establishes a Public Land Survey System Monument Grant Program with the chief geospatial information officer developing criteria for prioritizing county applications based on demonstrated financial need.

Allows grants to be used for monument restoration, updating records and data regarding monuments, and employs county technical staff to aid surveyors in marking public land survey corners.

Requires biennial reports by October 1 in odd-numbered years detailing grant administration activities, progress toward monument restoration and certification by county, and forecasted costs to complete recertification statewide.

Sets appropriation base amounts at $10,000,000 annually for fiscal years 2024-2057 for monument grants and $1,000,000 for technical staff grants, reducing to $0 beginning in fiscal year 2058.
