Appropriates $2,000,000 in fiscal year 2023 from the general fund to the Commissioner of Corrections to contract with Minnesota's institutions of higher education for instruction to incarcerated individuals in state correctional facilities.

Requires funding to support partnerships with public and private employers, trades programs, and community colleges to provide employment opportunities for individuals after incarceration.

Sets the base funding for the prison-to-employment pathways program at $3,500,000 for fiscal year 2024 and each subsequent fiscal year.

Appropriates $1,000,000 in fiscal year 2023 to expand the Department of Corrections existing work release program to increase educational programming availability for eligible and approved incarcerated individuals.

Sets the base funding for the work release program expansion at $1,000,000 for fiscal year 2024 and each subsequent fiscal year.
