Requires 90 percent of the appropriation to be distributed to local and Tribal public health organizations, with 10 percent available for Department of Health administrative costs.

Mandates that use of funds must align with the Centers for Disease Control and Prevention's report on Public Health Emergency Preparedness and Response Capabilities: National Standards for State, Local, Tribal, and Territorial Public Health.

Establishes an ongoing base appropriation of $9,000,000 for fiscal year 2024 and each subsequent fiscal year.
