Removes the sunset provision allowing postsecondary institutions to recruit secondary students on financial grounds, limiting all recruitment to educational and programmatic grounds only.

Requires secondary schools and postsecondary institutions to annually report participation rates of pupils enrolled in courses according to agreements, including the number of pupils enrolled and courses taken for postsecondary credit.

Mandates that school boards adopt identical weighted grade point average policies for credits earned via postsecondary coursework as for concurrent enrollment coursework, and annually publish the list of courses eligible for weighted grades.

Requires "Introduction to Teaching" or "Introduction to Education" course grant recipients to ensure the percentage of participating students of color or American Indian students meets or exceeds the overall percentage of such students in the school.
