Establishes a contingency fund of up to $3,000,000 from the renewable development account beginning August 1, 2022, to cover costs associated with a solar photovoltaic array in St. Paul on property identified as Area C.

Allows the commissioner to distribute contingency fund money to the solar array owner if the array began design or construction prior to a Pollution Control Agency corrective action determination.

Requires the Pollution Control Agency's corrective action determination to mandate temporary cessation or partial/complete removal of the solar array for a period of time to complete required corrective work.

Permits fund distribution for storage and transportation costs, redesign or replacement equipment costs, lost revenue or power purchase agreement damages, and replacement energy costs during the disruption period.

Limits fund eligibility to solar arrays that are otherwise operating as required and fulfilling the terms of their power purchase contracts.
