Establishes a "highways for habitat program" administered by the Commissioner of Transportation to enhance roadsides with pollinator and wildlife habitat and vegetative buffers using integrated roadside vegetation management.

Requires the commissioner to identify and prioritize highway habitat installations during new construction and reconstruction, develop signage, provide training for road authorities, and maintain a website with program information and best management practices.

Mandates development of management standards and best management practices in consultation with the Commissioner of Natural Resources and Board of Water and Soil Resources, including guidance on native vegetation selection, least toxic vegetation management methods, restrictions on herbicide spraying and mowing to protect nesting birds and pollinators, and wildflower propagation areas.

Appropriates an unspecified amount from the general fund in fiscal year 2023 for the program as a onetime appropriation available until June 30, 2024, with funds available to match federal funds.

Requires the Commissioner of Transportation to submit a report to legislative committees with jurisdiction over transportation and environment by January 15, 2025 on program implementation and expenditure of the appropriation.
