Increases "Veterans Programs and Services" appropriation from $27,073,000 to $30,593,000, effective July 1, 2022.

Allocates $750,000 in fiscal year 2022 and $9,550,000 in fiscal year 2023 to Minnesota Assistance Council for Veterans for assistance to homeless or at-risk veterans and their families, including utilities, employment, legal assistance, housing, and transportation.

Designates $8,800,000 of the fiscal year 2023 appropriation for establishing and managing permanent supportive housing for homeless veterans, with unencumbered balances available through fiscal year 2025.

Sets base appropriations for subsequent years at $4,950,000 in fiscal year 2024 and $1,950,000 each year thereafter for the Minnesota Assistance Council for Veterans program.

Requires assistance to be limited to veterans or former service members who have resided in Minnesota for 30 days prior to application and must be coordinated with other available veteran programs.
