Establishes a lead service line replacement grant program requiring all lead drinking water service lines in the state to be replaced by 2032, with program structured to maximize federal funding.

Eligible recipients include community public water suppliers, municipalities, other residential drinking water system suppliers, and applicants eligible under the federal Safe Drinking Water Act.

Requires at least 70 percent of grant funds be used for removing or installing privately owned portions of lead service lines.

Appropriates $30,000,000 from the general fund for fiscal years 2023 through 2032 for the replacement grant program, with an additional $5,000,000 for fiscal year 2023 and $5,000,000 base for fiscal years 2024-2025 for a separate lead service line mapping grant program administered by the Department of Health.

Requires prevailing wage rates for laborers and mechanics performing lead service line work and mandates workforce plans from applicants serving 75,000 or more customers to maximize use of registered apprentices and underrepresented populations.
