Increases the cross subsidy aid factor to 100 percent for fiscal year 2023 and later, up from 6.43 percent for fiscal years 2021 and 2022.

Cross subsidy reduction aid equals a school district's initial special education cross subsidy multiplied by the aid factor, less the district's special education general education reduction.

Defines special education general education reduction as general education revenue attributable to special education students spending 60 percent or more of the school day outside regular classrooms receiving special education services.

Appropriates $1,822,998,000 for special education aid in fiscal year 2022 and establishes appropriations for fiscal year 2023.

Amendments take effect for revenue for fiscal year 2023 and later.
