Proposes constitutional amendment to extend the Environment and Natural Resources Trust Fund from 2025 to 2050 and increase lottery transfers to the fund from 40 to 50 percent of net proceeds.

Establishes a new Water Improvement Fund to receive the remaining 50 percent of state lottery net proceeds for construction, repair, and improvement of public water systems and related facilities until 2050.

Allows up to 5 percent of the Environment and Natural Resources Trust Fund principal to be loaned for water system improvements and limits annual appropriations from the fund to 5.5 percent of market value.

Prohibits Environment and Natural Resources Trust Fund assets from being used for wastewater facility construction, repair, or operation, but permits research funding for wastewater-related projects.

Expands the Legislative-Citizen Commission on Minnesota Resources from 15 to 17 members and requires citizen members to have expertise in environmental protection and conservation; amendment to be submitted to voters at the 2024 general election.
