S.F. No. 4133 - License Plate Lifetime Issuance

• License plates must be issued for the lifetime of the person to whom the plate was initially issued, replacing previous periodic renewal requirements.

• Persons may transfer license plates to a different vehicle owned or jointly owned by the plate holder upon payment of a $5 transfer fee.

• Special license plates (amateur radio, firefighter, National Guard, veteran, etc.) may be transferred to eligible replacement vehicles with a $5 fee, subject to specific eligibility requirements for each plate type.

• Disability plates may be transferred to a replacement vehicle without charge upon notification to the commissioner.

• Multiple statutory provisions establishing separate transfer procedures for various special plate categories are repealed and consolidated into unified transfer provisions under section 168.12.
