Amends Minnesota Statutes section 477A.03, subdivision 2b, to modify county program aid appropriations for fiscal years 2023 and thereafter.

Sets county aid under section 477A.0124, subdivision 3, at $118,795,000 for aids payable in 2021 through 2022, with the amount for 2023-2024 and 2025+ to be determined by the legislature (currently blank in the bill).

Sets county aid under section 477A.0124, subdivision 4, at $145,873,444 for aids payable in 2021-2022, with the amount for 2023 and thereafter to be determined (currently blank in the bill).

Maintains the $500,000 annual transfer from county program aid to the Board of Public Defense for public defense services, with unused amounts returned to county need aid.

Directs the Commissioner of Revenue to transfer $207,000 annually to the Legislative Budget Office and $7,000 annually to the Commissioner of Education for local impact note preparation costs, effective for aids payable in calendar year 2023 and thereafter.
