• Establishes the Task Force on a Coordinated Approach to Juvenile Wellness and Justice to review Minnesota's juvenile justice system, examine approaches in other jurisdictions, and make policy and funding recommendations to the legislature.

• Task force comprises 12 members including the chief justice, state public defender, county attorney, Red Wing correctional facility warden, Tribal representative, probation agent, peace officer, high school principal, county social services representative, crime victim, nonprofit law firm representative, and 10 youths under age 25 with juvenile justice experience.

• First meeting must be convened by October 15, 2022, with task force meeting at least monthly and required to submit final report to legislative committees by January 15, 2024.

• Task force shall review overlaps and conflicts in juvenile justice and protection systems, identify contributing social and developmental factors to juvenile delinquency, and recommend approaches that involve juveniles in addressing underlying causes and accountability to victims and community.

• Appropriates $150,000 in fiscal year 2023 and $75,000 in fiscal year 2024 from the general fund to the commissioner of public safety to implement the task force; appropriation terminates after fiscal year 2024.
