Appropriates $4,000,000 in fiscal year 2023 from the general fund to the commissioner of employment and economic development for a grant to Northgate Development, LLC.

Funds cover building and site improvements, renovation of interior space, and purchase of equipment and materials for training at the Regional Apprenticeship Training Center in Minneapolis, plus planning for a new renewable energy skills training facility.

Defines "renewable energy skills training" to include design, construction, or maintenance of solar and wind systems, energy efficiency systems, battery energy storage, electric vehicle charging infrastructure, and grid management technologies.

New facility must provide targeted outreach to underserved communities and be accessible by public transit for communities of color and individuals with low incomes.

Commissioner must make good faith efforts to create pathways to postsecondary degrees and industry certifications, recognize worker organizing rights, and ensure equitable participation in the clean energy workforce for communities of color, Indigenous people, and low-income individuals.
