Creates new licensing requirements for certified community behavioral health clinics (CCBHCs) under section 245I.30, requiring licensure under chapter 245A and exempting them from background check chapters 245C and 260E.

Establishes comprehensive standards for children's therapeutic services and supports (CTSS) under section 245I.40, including provider certification, clinical infrastructure requirements, and service delivery specifications.

Modifies medical assistance reimbursement for CCBHCs to use a prospective daily bundled rate system instead of per-visit payments, with quality incentive payments and managed care coordination requirements.

Requires CCBHCs and CTSS providers to meet specific staffing, training, and supervision standards while allowing contracted "designated collaborating organizations" to deliver some services under the primary provider's responsibility.

Effective July 1, 2022, or upon federal approval, whichever is later; repeals prior CCBHC and CTSS provisions in sections 245.735 and 256B.0943.
