S.F. No. 4159 - Cosmetology Board Modifications

• Increases Board of Cosmetologist Examiners from seven to nine members, adding one advanced practice esthetician and one hair technician member, effective January 1, 2023.

• Creates new "hair technician" license classification for persons performing cosmetic hair care services including cutting and chemical treatments, distinct from hairstyling, effective January 1, 2024.

• Waives licensing fees for instructors' operator or salon manager licenses while they maintain active instructor status, effective January 1, 2024.

• Establishes barber reciprocity allowing active barber registrants to receive credit toward cosmetology or hair technology licensing hours, effective January 1, 2024.

• Appropriates $20,000 in fiscal year 2023 for licensing and regulating hair technicians and requires a working group to report on salon manager licenses, special event permits, and endorsement-based licensing by January 1, 2024.
