Commissioner of Commerce must conduct a study evaluating the potential costs, benefits, and impacts of advanced nuclear technology reactor power generation in Minnesota.

Study must address impacts on greenhouse gas emissions reduction goals, system costs for ratepayers, system reliability, the environment, local jobs, and local economic development.

Study must evaluate current Minnesota statutes and administrative rules requiring modifications to enable construction and operation of advanced nuclear reactors.

Study must evaluate the economic feasibility of replacing coal-fired boilers with advanced nuclear reactors while accounting for avoided costs from coal plant closures.

Commissioner must submit study results to legislative committees with jurisdiction over energy finance and policy by January 31, 2023, with $150,000 appropriated from the general fund for fiscal year 2023 as a one-time allocation.
