Hospitals must screen uninsured patients or those with unknown insurance status before discharge for eligibility for charity care, state/federal public health care programs using presumptive eligibility, and premium tax credits

Hospitals must assist eligible patients in applying for charity care and refer them to the appropriate hospital department for follow-up

Hospitals must either assist presumptively eligible patients in completing insurance affordability program applications or schedule appointments with navigator organizations; same requirement applies for patients eligible for premium tax credits

Patients may decline to participate in screening, apply for charity care, complete applications, or schedule navigator appointments

Applies to private, nonprofit, and municipal hospitals licensed under Minnesota Statutes sections 144.50 to 144.56
