Appropriates $4,000,000 in fiscal year 2022 and $12,000,000 in fiscal year 2023 from the general fund to the commissioner of human services for a grant to Hennepin County shelters and services for persons experiencing homelessness.

Allocates up to $4,000,000 in matching grant funding to design, construct, equip, and furnish Simpson Housing Services shelter facility in Minneapolis.

Allocates up to $10,000,000 in matching grant funding to design, construct, equip, and furnish St. Stephens/House of Charity shelter facility in Minneapolis.

Funds maintenance of current shelter and homelessness response programs previously supported by federal CARES Act or American Rescue Plan Act funding, including Avivo Village operations, 24/7 shelter services, housing-focused case management, and shelter diversion services.

Authorizes Hennepin County to contract with eligible nonprofit organizations and local and Tribal governmental units for service delivery, with unencumbered balances from fiscal year 2022 carrying forward to fiscal year 2023, and establishes ongoing appropriation bases of $2,000,000 (FY 2024), $13,000,000 (FY 2025-2027).
