Appropriates $16,000,000 from the bond proceeds fund to the commissioner of employment and economic development for a grant to the Mahnomen Health Center Commission Joint Power.

Grant funds shall be used to construct, furnish, and equip a new hospital facility in the city of Mahnomen.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $16,000,000 to provide the appropriated funds.

Bond sales shall follow the procedures and terms prescribed by Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution article XI, sections 4 to 7.

Effective date is the day following final enactment.
