Appropriates $2,000,000 from the bond proceeds fund to the Commissioner of Natural Resources for the Heartland State Trail Connection project.

Funds will complete Phase 1, acquire land for Phase 2, and support environmental review, design, and construction of a paved multiple-use trail connecting Itasca State Park to the Heartland Trail.

Trail will begin at the park contact station, extend to the park's southeast boundary through a Phase 1 tunnel under Highway 71, and continue approximately two miles further.

Remaining funds may be used to construct a trailhead at or near the proposed trail's southern junction with the Heartland Trail.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $2,000,000 according to Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution, article XI, sections 4 to 7.
