Establishes a grant program administered by the Housing Finance Agency to provide grants to nonprofit organizations for installing sprinkler systems in eligible high-rise residential buildings.

Limits eligibility to existing residential buildings owned by nonprofits where at least one occupied story is 75 feet or more above the lowest fire department vehicle access and at least 2/3 of units are rented to individuals or families earning up to 50 percent of area median income and paying no more than 30 percent of annual income on rent.

Sets maximum grant amount at $250,000 per eligible building.

Appropriates $5,000,000 from the general fund in fiscal year 2023 to the Housing Finance Agency for the grant program, with funds available until expended.

Program expires June 30, 2025.
