• Amends Minnesota Statutes 2020, section 641.15, subdivision 2, relating to medical costs for county jail prisoners.

• Prohibits county jails from charging prisoners for phone calls to MNsure navigators, the Minnesota Warmline, or current mental health providers.

• Prohibits charging for phone calls made for the purpose of providing case management or mental health services as defined in section 245.462.

• Maintains existing provisions requiring counties to pay medical service costs at rates not exceeding maximum medical assistance payment rates set by the commissioner of human services.

• Preserves county rights to collect co-payments from prisoners based on ability to pay and maintains subrogation rights against insurance carriers (but not medical assistance programs).
