• Transfers appeals of state employee discipline and discharge from the Bureau of Mediation Services to the Office of Administrative Hearings for permanent classified employees not covered by collective bargaining agreements.

• Replaces the arbitrator selection process with assignment of a temporary administrative law judge under contested case procedures in chapter 14.

• Requires hearings to be conducted under Office of Administrative Hearings rules and procedures rather than Bureau of Mediation Services rules, while maintaining the requirement that hearings be closed to the public.

• Shifts costs from the appointing authority bearing arbitrator costs to the appointing authority bearing Office of Administrative Hearings costs for the proceedings.
