Appropriates $1,300,000 in fiscal year 2023 to establish and manage a state-funded pool of qualified individuals to assess potential out-of-home placements in qualified residential treatment programs at no cost to counties and Tribal Nations.

Allocates up to $200,000 annually for grantee contracts to manage the pool and fund qualified individual training, certification, and background studies.

Directs remaining funds to provide qualified residential treatment program assessments at no cost to counties and Tribal Nations participating in the American Indian child welfare initiative.
