Appropriates unspecified amounts from the general fund in fiscal year 2023 to the commissioner of public safety for listening sessions throughout the state and to increase funding for the Ramsey County Juvenile Detention Alternatives Initiative and expand it to other counties.

Establishes grant programs for prevention services including community-based violence prevention, mental health and substance abuse services, truancy reduction, trauma support, and youth activities with colocated mental health services.

Establishes grant programs for intervention services to disrupt cycles of violence through community healing and wrap-around services, and to provide intervention and healing services for youth who have experienced or caused violence.

Establishes grant programs for barrier reduction services including youth employment and internship programs, on-the-job training, and mentorship programs with career counseling and mental health support for justice-involved youth.

Requires the commissioner to prepare grant applications within three months and make awards within six months; limits administrative costs to 2.5 percent of appropriations; sets base funding for fiscal years 2024-2027 with $0 funding beginning in fiscal year 2028; and requires annual reporting to legislative committees by February 1.
