Amends Minnesota Statutes 2020, section 169.14, subdivision 5h to authorize counties to establish speed limits for county highways under their jurisdiction without conducting an engineering and traffic investigation.

Allows cities to establish speed limits for city streets without an engineering and traffic investigation, excluding town roads, county highways, or trunk highways within city boundaries.

Requires cities and counties that establish speed limits under this authority to implement changes in a consistent and understandable manner, erect appropriate signage, and develop procedures based on safety, engineering, and traffic analysis.

Mandates that safety, engineering, and traffic analysis must consider national urban speed limit guidance and studies, local traffic crashes, pedestrian safety, and methods to communicate changes to the public.

Prohibits cities from setting speed limits on town roads, county highways, or trunk highways, and prohibits counties from setting speed limits on city streets, town roads, or trunk highways.
