Establishes Community Outpost House and Youth Conflict Resolution Center Grant Program administered by Office of Justice Programs to fund eligible applicants (nonprofits and law enforcement agencies) to operate community-based facilities focused on building relationships between law enforcement and communities, reducing crime, and providing youth conflict resolution services.

Creates Public Safety Aid program allocating $30,000,000 annually to counties and Tribal governments and $70,000,000 annually to cities, distributed based on population using per capita aid amounts calculated by the Commissioner of Revenue, with aid effective beginning in 2022.

Restricts use of public safety aid to personnel and equipment costs for public safety, prohibiting application toward police and fire pension fund contributions or costs associated with alleged wrongdoing or misconduct.

Modifies domestic abuse victim statutes by changing terminology from "battered woman" to "domestic abuse victim" and expanding definitions to include "housing supports" services such as rental assistance, advocacy, legal services, counseling, and child care to help victims secure permanent housing.

Appropriates $50,263,000 in fiscal year 2023 to Office of Justice Programs for various grants including $4.2 million for Minnesota Heals program, $12.5 million for domestic violence and sexual assault services, and $4.8 million for community outpost houses and youth conflict resolution centers as alternatives to juvenile detention.
