Appropriates $10,000,000 from bond proceeds to the Commissioner of Employment and Economic Development for a grant to the city of Sauk Rapids.

Grant funds will be used to design, engineer, construct, furnish, and equip a regional sports complex facility within the Mayhew Creek Park site, adjacent to school district property.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $10,000,000 to provide the appropriated funds.

Becomes effective the day following final enactment.
