Increases the Explore Minnesota Tourism Council voting membership from 28 to 32 members appointed by the governor for four-year terms.

Expands tourism business representatives from 6 to 9 members to include outdoor recreation, sports, and arts and culture sectors.

Renumbers subsequent council member categories to accommodate the additional positions while maintaining the existing structure of statewide association representatives, regional representatives, and legislative members.

Maintains council operations requirements including minimum four annual meetings, provisions for electronic participation, and uncompensated membership with potential for reappointment.
