Establishes a $99.00 maximum permit fee cap for removing and replacing existing roofing, siding, and windows, either individually or in combination at the same time, with section 326B.148 surcharge paid first from the resulting fee.

Maintains tiered building permit fee schedule based on project valuation, ranging from $29.50 for projects valued $1-$500 up to $6,636.65 plus $4.50 per additional $1,000 for projects exceeding $1,000,001.

Sets inspection and plan review fees at $63.25 per hour (or actual hourly cost if greater) for outside-hours inspections, reinspections, non-standard inspections, and plan revisions, with minimum charges of two hours or one-half hour as applicable.

Expands the "special skill" definition for contractor licensing to include solar photovoltaic system installation and assembly work under residential roofing and general installation specialties categories.

Allows municipalities to adopt their own building permit fee schedules in place of the state fee schedule.
