Establishes a 21-member working group within the Pollution Control Agency to study steps for ending land disposal of mixed municipal solid waste in Minnesota.

Members include the PCA commissioner, one legislator each from the house and senate, six county officials, two solid waste industry representatives, two environmental group representatives, two business representatives, and six public members, with appointments due by October 1, 2022.

Working group must submit a report by January 1, 2025 identifying steps to eliminate landfilling by 2040, assessing implementation costs and impacts on government, business, and households, and analyzing long-term cost savings.

Members receive standard board and commission compensation for each day of authorized working group activities plus expenses.

Appropriates $250,000 from the general fund in fiscal year 2023 to the Pollution Control Agency for working group expenses, available until June 30, 2025.
