Increases appropriation for small business partnership grant program from $1,425,000 to $10,000,000 in the second year, with $8,425,000 in the first year.

Allocates up to five percent of small business partnership grant program funds for administration and monitoring, with $7,000,000 in year one and $8,575,000 in year two for technical assistance to small businesses.

Requires all grant awards (except technical assistance) to be for two consecutive years, with grants awarded in the first year and second-year technical assistance funding divided proportionately among first-year grantees.

Extends small business partnership grant program services to include commercial cooperatives, employee-owned businesses, and commercial land trusts in addition to traditional small businesses.

Renames the program from "business development competitive grant program" to "small business partnership grant program."
