Appropriates funds from the general fund to the Department of Education for transfer to the commissioner of human services for school-linked mental health grants in fiscal year 2023.

Requires the commissioner to prioritize grant awards to eligible providers for programs established under Laws 2017, First Special Session chapter 5, article 2, section 56, with remaining funds available for other federal instructional setting level 4 special education sites.

Authorizes the commissioner to designate a portion of awarded grants for school staff development activities to support families in navigating health care, social service, and juvenile justice systems.

Establishes an annual budget base for the program (specific amount to be determined).
