Appropriates $20,000,000 from bond proceeds to the Board of Trustees of the Minnesota State Colleges and Universities for a regional sports facility at Minnesota State University Mankato.

Authorizes demolition of Blakeslee Stadium and construction of a new facility with a synthetic turf field for football and soccer, locker rooms, team accommodations, spectator and press areas, public outdoor spaces, and parking.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $20,000,000 in accordance with Minnesota Statutes sections 16A.631 to 16A.675 and the Minnesota Constitution.

Becomes effective the day following final enactment.
