Amends Laws 2018, chapter 214, article 1, section 17, subdivision 7 to extend availability of $4,000,000 in bond proceeds for the White Bear Lake Trail and Route project in Ramsey and Washington Counties.

Allocates $2,600,000 to Ramsey County for trail improvements along South Shore Boulevard between White Bear Avenue and Trunk Highway 120, and to pave an existing dirt path within Ramsey County Beach and Water Park.

Allocates $1,400,000 to the city of Mahtomedi for design, construction, and equipment of trail elements along Birchwood Road, Wildwood Beach Road, and Briarwood Road, subject to transportation commissioner approval for state highway right-of-way elements.

Allocates up to $70,000 remaining after Mahtomedi project completion to the city of Birchwood Village for predesign, design, construction, and equipment of a Lake Links Trail segment to complete a loop around White Bear Lake.

Extends the deadline for bond sale authorization and appropriation availability from the original statutory deadline to December 31, 2024.
