Establishes the Minnesota Youth Advisory Council to provide youth voice in policy development and decision-making on issues affecting Minnesota's youth community.

Council membership includes three members per congressional district appointed by the governor (two grades 8-12, one age 19-23), four legislative voting members, and optional ex officio state agency commissioner or designee.

Legislative Coordinating Commission must appoint an executive director experienced in youth issues; governor-appointed members serve two-year terms and can serve only one term.

Council duties include developing a strategic plan, advising the governor and legislature on youth issues, researching problems in education/employment/health/housing/social welfare, and serving as liaison between state government and youth-serving organizations.

Council must submit annual reports by January 15 to legislative committees on measurable outcomes and objectives; biennial budget due to Legislative Coordinating Commission by February 1 in odd-numbered years; effective July 1, 2022, with initial appointments by August 1, 2022.
