Establishes a liquid fuel modernization fee of $13 per 1,000 gallons of petroleum products, imposed from July 1, 2022 through June 30, 2032, with revenue deposited into a new liquid fuel modernization account.

Creates a reimbursement program providing 65 percent of reasonable equipment and labor costs (up to $800,000 per eligible entity annually) for installation of fuel infrastructure compatible with higher biofuel blends (gasoline blends with more than 10% ethanol or diesel blends with more than 20% biodiesel).

Establishes a Liquid Fuel Modernization Board consisting of representatives from the Departments of Commerce, Agriculture, and Pollution Control Agency, plus industry representatives appointed by the governor, to advise on the program and hear appeals.

Requires applicants to submit invoices and affidavits certifying costs were incurred after July 1, 2022, that no contractor advanced funds, and that the infrastructure will be used to offer higher biofuel blends; applications must be submitted within one year of work completion.

Imposes penalties including fraud liability, civil penalties up to the full reimbursement amount, and mandatory return of funds for misrepresentation, false invoices, or entering settlement agreements on reimbursed costs.
