Requires the commissioner to rebase dental payment rates under medical assistance and MinnesotaCare beginning January 1, 2023, and every three years thereafter.

Limits initial rebasing aggregate expenditures to the total amount spent using existing payment methods, adjusted by the Medical Economic Index change between midyear 2021 and midyear 2023.

Limits subsequent rebasing aggregate expenditures to prior amounts adjusted by the Medical Economic Index change between the base year midpoint and the rebasing effective year midpoint, with base year defined as two years prior to the effective date.

Exempts federally qualified health centers, rural health centers, state-operated dental clinics, and Indian health centers from the rebasing requirements.
